【Abstract】 Politics is human-specific action. It contains political value and political institution mainly. On the whole, political value leads to the political institution in orientation and ingredient. Although political value in the world is not identical but decided by different environment of living and level of development in nations and countries, it will come to be closer after all nations and countries overpass each historical environment on their way of human social development.
