【Abstract】 Here in west China we find the phenomenon that people place more importance on natural science subjects than on the social ones, that the cultural elements seldom exist in basic education, that the education opportunity is not fair for everyone and the students can not fully develop on every aspect. The present paper argues that we should cultivate the cultural spirit in all students in order to help them develop fully.
