【Abstract】 As one of the most encouraging elements,bi-element theory has been applied in the human resources management in the modern enterprises.It is worthy of studying that how to apply that theory to land administrative management and encourage administrative governor to raise the efficiency in the department of land administration.In this paper,on the basis of analyzing the meaning of bi-element theory,together with the features of land administrative management,the application of bi-element theory is elaborated to attain the targets of executive civil servants and the land administrative management as well.更多还原
