【Abstract】 This paper discusses the problem of coordinate development based on the turbulent telecom industry,and regards the distribution of cooperation revenue as the core issue.It proves there is a solution which can achieve voluntary distribution with the coactive of wholesale price and revenue-sharing ratio.Voluntary distribution of revenue is the ideal state of contract.There are many different kinds of managerial cost.The practice is always the compromise of the ideal state and operable need.更多还原
