【摘要】 通过全国系统抽样,获取2002~2005年间疾病预防控制机构获得的国债项目投入资料,包括地方配套和单位自筹。结果显示三年间政府通过国债项目向疾病预防控制样本机构投入了16.72亿元的国债资金,投入更倾向于中西部地区,但是投入方式上呈现一次性投入的特征,同时由于一定比例的地方配套和单位自筹给地方政府和单位带来一定程度的负担。更多还原

【Abstract】 Objective By using national sampling survey, obtain the data about the investment of national-debt-project, which include district-investment and self-financing, in disease prevention and control organizations (CDC) between 2002 and 2005. The result shows that through national-debt-project government invested 1.672 billion in CDC. And it was apt to central and west sections. But it presents a character of one-off-investment. In order to fulfilling the project there need some district-investment and self-financing, which became the burden on local government and organizations.更多还原
