【摘要】 2005年初通过的新《信访条例》,针对多年来信访制度设计和运行的诸多弊端进行了相应的改革,以期能够缓解当前信访工作中反映出的矛盾。但是,信访制度的困境并不是一个新条例就能解决的。通过分析改革初期信访制度的内在困境,提出解决机制,以期为信访制度的改善贡献绵薄之力。更多还原

【Abstract】 "Letter and Visit Rule"passed in 2005 has addressed many of the evils of this system in the hope that it will relieve the conflict in letter and visit.However,a rule does not solve all problems existing in a system.This article through the analysis which explain the intrinsic difficult of the system in the initial period of reform and proposes the private viewpoint which is hoped to contribute meager effort to the system.更多还原
