【摘要】 取消农业税后,农村基层政权普遍陷入财政困境,新形势下农村基层治理结构面临重新调整的压力。过去关于基层治理结构改革的观点大多没有认识到乡村建设的一体性,忽略了农村基层治理体制在城乡一体化发展中的重要作用。由于县、乡、村的资源和优势有所不同,在县域经济发展中存在较强的互补效应,应从发展县域经济的角度来调整目前的农村治理结构。新的治理模式应该是“强县政、精乡镇、村合作”,在县域经济一体的思路下,利用三者之间的经济协同作用,发挥落后农村的后发优势,推动农村经济和社会的发展。更多还原

【Abstract】 Since the agriculture tax was abolished,most towns and villages have been dropped into financial problems.This compels central government to rebuild the rural governing system to meet the new situation.Previous studies did not point out that rural construction is a whole system that should not ignore the role of rural governing institution in the harmonious development of rural areas and cities.As villages,counties and towns possess different nature resources and advantages,they have strong complementary effect in the development of area economy.From the view of coordinative development of urban-rural areas,we should adjust the structure of rural governing system to local economy,and the new system should be to make the county government stronger,the town government more efficient and the village more cooperative.更多还原
