【摘要】 本文从市场失灵的角度来分析耕地保护问题。耕地具有强烈的外部效应,主要表现在耕地的生态价值和社会价值等方面,这导致了耕地保护中的市场失灵。当前耕地保护规制主要是宏观方面的,也存在一定程度的政府规制失灵。本文认为改进耕地保护规制应该从微观入手,并在此基础上提出了规制改进的对策建议。更多还原

【Abstract】 This paper analyzes the problem of cultivated land conservation from the view of market failure.Cultivated land has intense externative effects,and embodies on the aspect of social value,ecological value and so on,which lead to the market failure in the cultivated land protection.The current cultivated land protection regulations are mainly the macroscopic regulation,and also have the government failure.Improvement of the cultivated land protection system should start with microscopic regulation.Suggestion on countermeasure to improve the system is put forward as well.更多还原
