【摘要】 《京都议定书》下的清洁发展机制(CDM)属于新生事物,其规则程序复杂,并受到国际气候变化谈判进程的制约,造成实施CDM项目所面临的风险高于普通项目,项目开发难度大、费用高。这些风险将影响项目的构架和减排交易的形成。从中国CDM项目的开发商和有关咨询单位来看,应提高风险意识,加强对CDM项目存在的风险的认识、理解、防范和控制,提高项目投资决策的科学性和可靠性。更多还原

【Abstract】 The Clean Development Mechanism under the Kyoto Protocol is a new theme accompanied by complicated procedures and constrained by international climate change negotiation process. As a result, implementing CDM projects will encounter higher risks than that of conventional projects that creates diffi- culty for project development and high costs. These associated risks will influence project structure and the shaping of CER transaction. As CDM project developer and relevant consulting organizations, awareness and understanding on these risks should be increased. Measures should be taken to address the risks in order to make scientific and reliable investment decisions.更多还原
