【摘要】 小煤矿这一历史产物,有其经济、社会和环境的正、负面效应。从我国基本国情出发,现阶段和未来一段时期,我国都需要一定数量的小煤矿存在。针对小煤矿存在的种种弊病,必须对其进行改革以不断提升。在评价我国1998年以来针对小煤矿实行的关井压产政策基础上,建议依托矿权市场,渐进式的改革我国小煤矿,以实现集约化、规模化经营。更多还原

【Abstract】 Small-coal mines have both the positive and negative effect on economy,society and the environment.Considering from the fundamental reality of our country,it’s necessary that a certain quantity of small-coal mines should exist in our country at present stage and in future times.In view of the disadvantages exist in the small-coal mines nowadays,we must carry on the reform and promote them unceasingly.Based on the appraisal of the small-coal mines closure policy of our country since 1998,we propose a suggestion which will conduct the reform of small-coal mines depending on the mineral right market gradually,and eventually realize the intensive and scale management of small-coal mines in our country small-coal mine.更多还原
