流域水污染物排放权交易构建

【摘要】 在分析了流域水环境问题、流域水排污权交易的特点的基础上,应用区域经济学和流域管理学等相关原理,构建了流域水排污权交易理论模型。最后结合国内的实际情况,提出了系列保障措施。

【Abstract】 The paper analyzes the existing environmental problems of water basin and the characteristics of emission trading system,and builds a theoretic model of water pollutants emission trading system based on related theories of economy and management.Based on the model,a series of countermeasures are put forward.
