【摘要】 基于政府采购的理性人角色考虑,运用标杆瞄准和主成分分析相结合的指标筛选方法,设计了业绩绩效指标、成本绩效指标和内部管理绩效指标这3个层面的我国政府采购绩效综合评价指标体系。按照综合模糊函数理论,提出了政府采购绩效的多层次多目标模糊综合评价方法,并对南方某省11市政府采购绩效进行了实证分析。研究表明,该评价方法结构合理,实际意义明确,对政府采购绩效的评价有较高的应用价值。更多还原

【Abstract】 Given the ration of government procurement,a performance evaluation system of China government procurement is designed by using benchmarking and principal components analysis.Indexes are built including achievement performance,cost performance and internal management performance.According to the fuzzy function theory,a multi-layer & multi-objective fuzzy comprehensive method is put forward to evaluate the government procurement performance in 11 counties.The result shows that the method is reasonable,practicable and significant.更多还原
