【摘要】 公共管理是公共性与工艺性的有机统一,前者反映的是公共管理与企业管理的差异性,而后者反映的是公共管理与企业管理的相似性。公共性和工艺性对公共管理的各种主体——无论是政府还是第三部门的公益组织——都提出了一些具体的要求。当前中国公共管理存在的问题集中表现为公共性和工艺性的双重缺失,因此提高公共性和工艺性应成为中国公共管理发展的双重使命。更多还原

【Abstract】 As for the values or characteristics of public management,the academicians have made a variety of conclusions and analyses.This paper argues that public management is the organic unification of the publicness and craftiness.The former reflects the differences between public management and business management,while the latter manifests their similarities.Publicness and craftiness are the common values of all public organizations,no matter they are governmental ones or non-profit ones.Dual ab- sence of publicness and craftiness is the most serious problem in China’s public management.Therefore,improvement of public- ness and that of craftiness constitute the dual missions for our public management practices and researches.更多还原
