【摘要】 随着水市场的逐步开放,我国水权转换实例也逐渐增多,但我国的水市场还很不完善,水权转换还受很多因素的制约。围绕与水权转换密切相关的因素,重点从体制制约、产权制约、规则制约、技术制约、观念制约五个方面,针对我国“多龙管水”、水权不明晰、转换规则不完善、水权转换价评估技术落后和水资源没有价值的观念等问题进行分析,全面探讨我国水权转换的制约因素。更多还原

【Abstract】 With the opening of the water market,the cases of water right conversion are becoming more and more in China.However,the water market is still not perfect,and the water right conversion still suffers effect of many factors.With regard to the closely-related factors in water right conversion,such as the system controlling,ownership controlling,rule controlling,technique controlling,idea controlling and so on,some questions are analyzed,such as phenomenon of confused water management departments;unclear water right;imperfect conversion rules;poor techniques in water right conversion ideas of invaluable water.更多还原
