全美灌溉系统衬砌工程及其争议
Lining Project of the All-American Canal System and its Controversy
【摘要】 中央亚利桑那调水工程达到输水规模后,南加州市政水管区有权利用的科罗拉多河水量大幅降低。为补偿南加州市政水管区的供水损失,加州政府计划对全美灌渠实施衬砌,并将由此节约下来的绝大部分水量分配给南加州市政水管区。由于该衬砌工程将影响到墨西卡利河谷地区的地下水开发量,遭到墨西哥政府的强烈反对,由此引发了美、墨双方的争议。主要介绍了科罗拉多河分水协议、全美灌溉系统衬砌工程和由此引发的争议及争议调解的结果。
【Abstract】 When the Central Arizona Project (CAP) is fully on line, the Metropolitan Water District of Southern California (MWD) will lose a large proportion of Colorado River water rights. In order to compensate for the water supply loss, the state government of California plans to line portions of the All-American Canal with concrete and appropriate most of the reclaimed water to MWD. Because the lining project will considerably affect groundwater exploitation in the Valle de Mexicali region, the Mexico Government strongly opposes the project. Unavoidably, a drastic debate arose between the United States and Mexico. The main effort of this paper is to introduce the lining project of the All-American Canal System and the controversy between the two sides resulted from the lining project. For better understanding the background of the lining project and its controversy, the 1922 and 1928 Colorado River Compact and the 1944 Colorado River Treaty are also specified in this work.
