【摘要】 “乡政村治”管理体制是适应村民自治的要求而产生的,也发挥了积极的作用。但是,“乡政村治”在运行中暴露了其在治理架构上的缺憾,导致在实践上的矛盾和管理中的偏差。矫正“乡政村治”管理体制,要明确界定各级的职能定位,理顺各组织之间的工作关系,创造村民自治的良好环境;探索卓有实效的方法,在真实、全面落实村民自治“四民主”上下功夫;从根本上转变农村社会治理的宗旨和理念;以政策调整为主线,加大中央和地方财政对农村的支持与反哺的力度,实现农村社会治理的和谐与村民自治的良性运转。更多还原

【Abstract】 The country-politicized and village-governed managing system emerges upon the request of villagers for self-government and it indeed has played an active role.However,it has exposed its defects in administrative framework in its implementation,which consequently contributes to contradiction in practice and deviation in its management.Therefore,we must correct country-politicized and village-governed managing system,make clear the functions of departments at all levels as well as the work relationship between all organizations,create a(favorable)environment for villagers’ self-government,explore extremely effective ways,work hard to put "four(democracy)" in villagers’ self-government into practice in an all-round way,change the purpose and notion of(social)administration in villages virtually,strengthen the financial support from the central and local governments and anti-foster with adjusting policies first to bring about harmony of social administration in villages as well as the fine work of villagers’ self-government.更多还原
