【Abstract】 Discussion on the station of service industry in circular-economy and the necessary of developing service industry are presented. Based on the characteristic of service industry, four steps of how to make planning of service industry includes are brought forward: 1) analyzing and evaluating status quo; 2) fixing on the aim of programming; 3) confirming principal part of programming; 4) electing the preferential and key projects.
