【摘要】 通过对气象为新农村建设服务的现状和服务需求进行实地调查,指出当前制约农村气象服务水平的因素主要是气象科技发展程度和现代化程度不高、气象灾害预警响应体系建设不到位、气象事业投入不足、气象资源开发利用意识不强等。提升气象为新农村建设服务的能力和水平,应当以保障农业生产和农民生命财产安全为主要目标,提高气象预报的准确率和气象服务的精细化水平,完善以公共财政为主的气象投入机制,加强农村气象服务的基础设施建设,提高气象信息的传播效率和覆盖面。更多还原

【Abstract】 A field survey is conducted to find out the status quo of and the demand for meteorological services in constructing socialist new countryside.Major restricting factors of meteorological services in the countryside include low level of technology,lack of an effective disaster alarming and responding system,inadequate investment,poor development awareness of meteorological resources,etc.To improve the capacity and efficiency of meteorological services in building socialist new countryside,with protecting agricultural production and farmers’ life and properties as the most important goal,it is necessary to improve the precision of forecasting,to perfect the meteorological input system with public financing as the major form,to better the infrastructure,and increase the circulating efficiency and coverage of meteorological services.更多还原
