【摘要】 “9.11”事件之后,公众外交再度受到美国政府的重视。与美国的全球战略调整一致,公众外交也以国际反恐为首要关注对象,并把穆斯林世界作为公众外交的重点地区,以改善美国在这些地区的形象。为此,美国加强了对公众外交的财政和立法支持,并作出一些制度安排,加强部门间协调。但这种公众外交并没有使对外政策有根本改变,因而难以实现美国政府所期望的目标。更多还原

【Abstract】 The importance of public diplomacy has been reevaluated and emphasized by the U.S.government after September 11.Consistent with the change of U.S.global strategy,its public diplomacy also focuses on anti-terrorism,and the Muslim World is chosen as the primary target,with the purpose to improve U.S.image there.To enhance the efficacy of public diplomacy, financial appropriation was increased,some acts were enacted and several institutional arrangements were made for better interagency coordination.But without the fundamental change of U.S.foreign policy,it is hard for U.S.to enhance the efficacy of its pubic diplomacy.更多还原
