【Abstract】 The technology advances of one country influence and even determine in a large degree its economic level and growth. There are normally two ways to improve technology, imitation and innovation. Technology innovation is not solely possessed by developed countries; it is related to overall capital inventory per capita and overall human resource level as well as capital inventory per capita and human resource level per capita. A country should take such advantages as production factor endowment, material capital and the inventory and per capita level of human resource into consideration in formulating technology development strategy.
