【摘要】 分析义务教育实施的过程,可以看出重大宏观教育政策决策机制存在着预测不充分、程序失范、监督薄弱、救济不明等诸多缺失。我国传统上程序意识淡薄、决策中行政权力过大、教育政策研究不成熟都是造成这些缺失的原因。为此,要从决策过程、系统、方式三个维度完善政策决策机制,尤其要加强听证、问责、救济等制度建设。更多还原

【Abstract】 By analyzing the implementation of the compulsory education,we can see that there are many defects in the mechanism of the important macroscopic educational policy making,such as the inadequate prediction,non-standard procedure,weak supervision,indistinct relief and so on.The reasons that contribute to these defects are varied as follows: our traditional thin sense of the procedure,the administrative overpower in the process of decision-making,the immature research on education policies.Hence,we should improve the policy-making mechanism from the process,system and method,especially from improving the system construction of the hearing,responsibility enquiring,and relief systems.更多还原
