【Abstract】 Strategy Plan should be implement-oriented. This paper analyzes the process of how Guangzhou Strategy Plan drove the actions and summarizes the characteristic and essences of the strategy plan. It argues that Guangzhou Strategy Plan is problem-solving, strategic, implement-oriented, flexible and circular.
