【Abstract】 Governing boards are legal representative bodies of American higher education institutions.For different American public higher education institutions or systems,their governing boards may have different legal status.Governing boards with constitutional authority are relatively autonomous,and those with statutory authority are regulated by more laws and public institutional organizations.This paper concludes that constitutional regulation is usually more efficient than statutory regulation for governing boards of public higher education institutions or systems.更多还原
