【摘要】 目前我国学界对公共行政与公共管理的区分尚不十分明确,给实际工作带来了诸多的不便。本文从传统公共行政与新公共管理的历史发展顺序,理论和认识论基础,政府所起的作用以及实现政策目标的机制,管理方式与手段,公务员回应对象以及对公务员的看法等五个方面进行比较分析,得到了二者之间关系的有关结论。更多还原
