【Abstract】 It comes round a key question to schools and government even to the society that elementary education investment, especially, compulsory education in rural areas .The questions are very harmful that lacking of investment, teacher’s wages being defaulted, dangerous buildings still existing in rural primary and secondary schools. Under the current circumstance, it is a key point to deal with such questions on adjusting education policy and law appropriately, even allocating education resources of district and country, etc. and especially to redisplay the potential factors of the resource on the practical sphere from the perspectives of policy and mechanism.更多还原
