【Abstract】 The system of national innovation(SNI)is a net of knowledge fluxion.It’s reasonable social operation norm based on the cooperation of all the elements in it. The internal relation of the SNI,and it’s power in knowledge and technology diffusion,will influence the innovation performances of the enterprise and all economy.A new social norm may contains some new ideas in it.This paper try to search this kind of norm in construct and operate The System of National Innovation,so as to understand the common principles of the SNI deeply.更多还原
