【摘要】 招标投标是经济活动中一种较为成熟的交易方式。从建国到八十年代初期,在计划经济体制下,政府主管部门按计划指令下达和分配基础建设和物资采购任务。1980年开始招标投标的试点和推广,1999年颁布《中华人民共和国招标投标法》,工程建设项目招标投标步入法制化、程序化时代。东莞市建设工程招标投标从无到有、从初具雏形到渐成体制,经历了按计划分配建设任务、摸石头过河式的探索、建立固定的交易场所公开发包建设工程三个阶段,并在实践中形成了自己独有的特征。更多还原

【Abstract】 Inviting and submitting bids is a comparatively mature way of transaction in economic activities. From 1949,the founding year of the country, to 1980, Under the planned economy, the basic construction and purchase of commodities in bulk were issued and allotted by the government’s responsible department. In 1980,an experiment was conducted in inviting bids and submitting a tender and then put on general release. In 1999, the law "Inviting and Submitting Bids Act of P.R. China" came into force. The bids of large construction projects have been undertaken legally and systematically. Dongguan’s public bidding of construction projects has passed three main periods: the first one is the time of being issued and allotted by planned economy, the second is the time for exploring the ways and means, the third is the time for building perinament bourses for public bidding of developing and contracting large construction projects, which has formed its own specialties in practice.更多还原
