【Abstract】 Public interests is the certain purpose of public policy and administration. But as the diversity of value judgement, people often have much difference to understand it, which leads to lots of conflict in reality.In fact, public interests are not a totally abstract conception. Explaining it is possible and necessary. This paper discussed the theoretical origin and common economic explanation on public interests.
