【Abstract】 The capital is a motivity to the enterprises’development. The scarcity of capital will give the enterprises negative effects. From the macroangle,the paper analyzes the defects of the existing financing system at the aspect of the private businesses and discusses the necessity to establish the policy financing system for the private businesses.
