【摘要】 当今各国国防科研发展战略都选择某些关系国防科技和武器装备发展全局性的关键技术领域优先发展 ,集中力量 ,全力突破 ,继而带动国防科技乃至国家整体科技水平的提高。本文在研究技术能力和核心能力理论的前提下 ,通过对美国国防改革中国防关键技术“溢出效应”本质和途径的研究 ,提出了国防高技术战略核心能力的概念 ,并在此基础上提出了一种利用国家技术基础 ,在社会大系统中合理配置国防高技术战略核心能力资源 ,进而实现我国国防工业军事效益、社会效益和经济效益均衡发展的构想。更多还原
