【摘要】 政务信息的集成共享是电子政务系统发展的重点之一。IT投资只是使得信息共享成为可能,不会必定导致有效的信息共享,但有关政务信息共享的管理问题研究较少。本文通过建立两个政府决策单元信息共享的博弈模型,发现信息共享存在"囚徒困境"问题。而解决这一问题的办法在于IT投资及人员培训的均等、信息共享的长期性和提供信息津贴。本文的结论表明我国电子政务的发展应当在硬件投资和管理两方面并重,这对于克服我国当前电子政务发展中存在的重硬件投资轻管理的现象具有一定的实际意义。更多还原

【Abstract】 Government information integration and sharing is one of the keystones in e-government development.IT investment makes the information sharing possible,but it does not bring the effective information sharing.And at present, the study on the management aspect of government information sharing is very few.The research in this paper finds the prisoner’s dilemma in the government sharing through analyzing the game model of two government decision units.The method solving the problem lies in the equity of IT investment and civil servant training,the permanence of information sharing and providing information subsidy.The conclusions in the paper show that hardware investment and management in the development of e-government should be emphasized simultaneously.It would have been a practical significance to overcome the phenomenon of emphasizing hardware investment and ignoring management in e-government development.更多还原
