【Abstract】 This essay holds that the goal of Chinese government reform is to construct a serving-type government in the times of economic globalization. Concepts, administration systems and modes of government embodied in mature market economy will be progressively and immutably implemented in China. It also proposes that government function should be disposed rationally on the basis of social standard.
