【摘要】 保证金制度 (或称执行保证金制度)是环境管理的经济手段之一 ,为了完善我国现行矿区土地复垦制度 ,有必要探讨保证金制度在矿区土地复垦管理中的应用。本文采用资源与环境经济学的方法 ,在探讨矿区土地复垦目标及其实现度评价的基础上 ,借鉴国外复垦管理经验 ,对构建适合我国矿区情况的保证金制度经济模型进行了尝试 ,并模拟应用了保证金制度经济模型。更多还原

【Abstract】 Lack of incentive mechanism is one of the principal problems in the mining area rehabilitation system in China. The performance bonding system, one of the economic instruments in environment management, can serve as an important economic instrument in the management of mining area rehabilitation. In this paper, the theoretical bedrock of the performance bonding system of mining areas is discussed, some mathematical models about this system are developed and the application of such models in the management of mining area rehabilitation is interpreted.更多还原
