【Abstract】 The coexisting problems of “countryside, peasants and agriculture" and lagging process of urbanization make it an urgent task for surplus workforces to transfer efficiently and effectively from countryside. The slow employment enlargement in cities, the rapid increase of low quality workforce in countryside, the disperse of township enterprises etc. make the urbanization in countryside an important way.
