【摘要】 "引咎辞职"被作为一种制度安排引入我国,一些地区和部门相继制定了一些规定、办法,并有一些官员因失职失误而引咎辞职。引咎辞职制的实行,在加强对行政首长权力的制约、提高官员的自律意识、推进官员的能上能下风气的形成、塑造政府良好的公众形象等方面产生了积极的效应,但也会产生造成权力的放纵、低效用行使以及政府文过饰非等方面的消极效应。要完善引咎辞职制,必须制定全国统一的条例并完善相关制度,大力提高官员的道德素质特别是自律意识,扩大政治透明度并充分发挥舆论监督的作用。更多还原

【Abstract】 Since"taking the blame and resigning" was introduced into China as a system arrangement,some (regions) and departments have worked out a series of regulations and methods successively and some officials have begun the practice of taking the blame and resigning because of their derelication of duty.The practice of taking the blame and resigning for officials has brought about positive effect in strengthening the restriction of the leading (cadre’s) power,improving the officials’ consciousness of self-discipline,propelling the mood of being ready to take a lower as well as a higher post,and building up a good image of the government before the public and it has also produced some negative effect like abuse of power,low efficiency of power and concealing faults.In order to perfect the system,we should formulate a unified national regulations,improve officials’ moral qualities as well as their consciousness of self-discipline,advocate the transparency of politics,and bring the media supervision into full play.更多还原
