【Abstract】 In the light of the present situation of Fenhe River irrigated areas that the utilization ratio of the irrigating water is lower, the contradiction between the supply and the demand of the water resources is prominent, and the w ater shortage is severe, this paper puts forward the guiding idea of taking into consideration both the water saving and the water conserving, at the same time of developing the water-saving irrigation, paying attention to conserving the w ater resources in the irrigated areas, realizing the co-existence of the econom ical benefit and the social benefit, guaranteeing the sustainable utilization of the water resources.更多还原
