【摘要】 "以夷制夷"策略在西汉前期就已提出,因受国力限制,未将其付诸大的实践;汉武帝时至西汉后期将其付诸实践;到了东汉,属大规模运用阶段。究其缘由:一是在征兵制下,内郡人民到边境"屯戍一岁",不能适应战争需要;二是,就地"以夷制夷",无远征之劳;三是东汉政权"罢边郡亭候吏卒"后,制"夷"多依赖"夷兵";此外,周边诸"夷"中以及"夷"之内部恰恰有永远可以利用的力量和长处、矛盾和弱点。因此,"以夷制夷"策略在两汉时期的发展便是符合规律之事。更多还原

【Abstract】 The tactics of "controlling foreigners by foreigners" was posed by Chaocuo in the earlier stage of Western Han Dynasty.The tactics had not been brought into fact because of the limt of national power,it started to be performed from Emperor Wu of the Han Dynasty to the late stage of Western Han Dynasty,in the Eastern Han Dynasty it had been in the stage of wide performance.There were a few reasons as follows:(1)People in the interior counties must garrison the frontiers for a year according to the conscription system,and couldn’t meet the needs of war;(2)"controlling foreigners by foreigners" would be no labour of expedition;(3)The government of Eastern Han Dynasty dismissed officers and soldiers stationing pavilion and watchtower in the frontier counties,and relay on foreign soldiers to control foreigners.In addiction,there were positive factors ,contradiction,conflict and weaknesses between minority nationalities which would be used perpetually.Therefore,the development of "controlling foreigners by foreigners"during the Hans conformed to the rule.更多还原
