【Abstract】 The fundamental aim of the management of the funds for scientific research is to set up the concept of innovation and the sense of quality works, to prevent the loss or abuse of funds, and strive for excellent outcome of every project. The goal of fund administration is not only to manage it well, use it properly and monitor the use of it, but take the management of funds as a lever and give full play to social and economic efficiency of research projects.
