【摘要】 申论考试是公务员考试的重要内容 ,有其明确的考核目标。本文讨论申论考试命题的变化和不同评卷标准的不同结果 ,认为要实现申论考试的考核目标必须在命题上体现灵活和变化的原则 ,而评卷标准应明确针对考核目标 ,能够比较准确地测试考生的综合写作能力 ,并由此对考生实际工作能力做出判断。申论考试实际状况和效果给实用写作教学以启发 ,即实用写作教学应以提高学生综合写作能力为根本 ,这样才能使实用写作教学在提高学生整体能力方面发挥更加突出的作用。更多还原

【Abstract】 The Explaining-expounding Capacity examination is the important content of the test for civil servant, with specific goal of assessment. Dealing with the variation of proposition in the exam and the changing effects of different mark examination paper criterion, regarding the fulfillment of the target should reflect the flexible and variable principle in the proposition. The criterion is set definitely for the aim of assessment to give a fairly correct test to the candidate’s comprehensive writing ability, judging from this the candidate’s true practical ability.
