【Abstract】 Publicity and improvement of the transparency of government affair are substantial to transfer the government function, change working. Recently, this task is working well in practice and becoming mutual in theory. This paper starts with the concept of the publicity and transparency of government affair and the phylogeny of this affair in China and abroad.
