【Abstract】 Analyzing Dalian’s science and technology competitive power in terms of creative ability, transforming ability and general ability, the paper suggests that we build a technology development system including government, industry, university, research organization and financial institute and adopt some policies to strengthen government’s macro-adjustment and control, set up a multiple investment system and increase input of research funds and human resource.更多还原
