【Abstract】 During the administration in the Northeast Area, Zuo Zongtang looked upon the talented personnel as the decisive factor for the strength and prosperity of the country. In order to uphold national unity and safeguard the security of the border areas, he made great attempts in different aspects, such as encouraging free school by popularizing education, setting up new academy of classical learning, encouraging publications, enrolling students respectively between Shanxi Province and Gansu Province, thinking out many ways for scholars to develop, promoting the advanced culture of the Han Nationality, carrying out foreign affairs, and developing regional education and economy of minority nationality.
