【Abstract】 The public is entitled by constitutionwith rights of participation in urban planning. Publicparticipation is necessary in the whole administra-tion process wherever public interests are involved,and whatever is of public concern. Through compari-son between China and other countries this paperrenders that public participation is an indispensablepart of urban planning legislation.
