【Abstract】 The Shift\|use and maintenance of language is an opposite concept.There are many kinds of relationship between the language of minority groups and the politics of state.So the language policies of state are different one another.The maintenance of language is a policy laid on the points of own nationalism.Repressing the second language to be extensive using and expelling the influence of the second language to mother tongue system is the key to keep the language of minority groups.The sticking point of national policy for maintaining of language must increase the status and prestige of minority groups’ language,and make it deep into the heart of each citizen at first.
