【Abstract】 Treating at the actual conditions in Yunnan Province, the paper proposes that a positive participation in the reform of instructional program, content, procedure implementation in open education and a seek for feasible ways suitable for local economic development will meet the requirement of learners majoring in hydraulic - hydroelectric engineering specialty and find the new thinking and methods of instructional requirement.
