【Abstract】 The externalities of procreating behavior exist in the common property right system. This paper based on externalities theory and set up math models, trying to analyze the causes for the externalities of procreating behavior and find the ways to resolve it as well as propose the rational policy advice that fits for the situation of China.更多还原
