【摘要】 在我国由计划经济向市场经济过渡的转型期,随着教育体制改革和教育创新的不断深入拓展,国有民办高校异军突起,它对我国高等教育顺利地实现从精英教育到大众化教育历史性的跨越式发展,起到了特有的推动作用。然而,由于国有民办高校不适用于《中华人民共和国民办教育促进法》,并且在国有民办高校内部的管理体制和学校的人事制度等方面均存在需要解决的问题和困惑。鉴于此,国家立法部门应出台相应的法律法规,规范国有民办高校的管理体制和决策机制,促进国有民办高校事业的发展。更多还原

【Abstract】 With the reform of educational system and the expansion of educational innovation, stateowned massrun colleges and universities are flouring in the transition period from planned economy to market economy. And they are playing a special role for propelling the leap of higher education——carrying out mass education from previous elite education. However, The Educational Promotion Law of the PRC Concerning Massrun Schools does not apply to these colleges, which still have many problems in their internal management and personnel mechanisms.
