【摘要】 水资源紧缺已成为 2 1世纪我国社会经济发展的重要制约因素 ,因而 ,从政策、制度和管理层面上 ,研究水资源的所有权、使用权和水市场问题 ,是摆在我们面前的一个十分重要而又迫切的课题。在充分研究当前国内外几种常见的水资源分配机制的基础上 ,对水权制度创新的潜在效益及影响进行了较为深入的理论探讨 ,并建立了水权制度潜在效益及影响的理论分析框架及其实证模型 ,对于在我国开展部门内部和部门之间水使用权交易 ,以及地区之间的水贸易 ,具有一定的指导意义和参考价值更多还原

【Abstract】 Water resources shortage has become a major limiting factor for the social and economic development of China in 21st century. System renovation or change may result in the formation of more efficient system. On the base of full research on several water resources allocation mechanisms in home and abroad, the theoretical study on potential benefit and influence of water right system renovation is carried out and the theoretical study frame on potential benefit and influence of water right system and practical model are set up.
