【Abstract】 Despite the initiation and great efforts made by Cai Yuanpei and his associates, the Council of Universities could not have possibly avoided its fate of speedy failure. The aim of this paper is to give a brief account of the process of the emergence and termination of the Council of Universities, analyze its causes of failure and present a fair picture of such reforms in the then education system.更多还原
