【Abstract】 The Identical-Different-Contrary (IDC) network planning is a new ne twork planning technique. It has much good quality than traditional method and c an express and process the synthetical uncertainty of stochastic, fuzzy, unknow and emergent. This paper presents a method to process the experts opinion and ge t a reasonable productive time of a working procedure in identical- different-co ntrary network planning.
